TANGO Partners Perspective – October 2026

Every Hire Is a Funding Decision. Most Agencies Make It in Two Places.

Picture a vacancy most human services leaders will recognize. A program director gets approval to replace a departing case manager. HR posts the role that week, and after two months of searching, a qualified candidate accepts. Everyone exhales.

Then grant reporting season arrives. Finance discovers the position was budgeted at 0.6 FTE on a state contract and 0.4 FTE on a federal grant that ends in June. The new hire’s salary landed above the range one funder approved, and a license the contract requires isn’t on file yet. Nobody made a careless decision. HR filled a job and Finance reported a cost. They were simply working from different records.

That gap, between the decision to hire and the knowledge of what the hire costs and who pays for it, is where a lot of nonprofit margin quietly disappears.

The crisis everyone sees, and the one underneath it

Recruiting and retention have topped workforce priority lists in health and human services for years. In ContinuumCloud’s 2024 Executive Perspectives research, behavioral health executives identified recruiting and retention as the greatest threat to their financial sustainability. Only 24% strongly agreed that their organization operates in a financially sustainable manner.

Those two findings usually get discussed in separate rooms. Staffing comes up in HR meetings, while sustainability comes up with the CFO and the board. In a grant- and contract-funded organization, they are the same conversation. Every position carries a funding source, an FTE allocation, a program assignment, and often a credential requirement set by the funder. Hiring into that position is a financial commitment as much as a staffing one.

Why the usual systems fall short

Most HR and payroll software was designed for a simpler organization: one employee, one job, one cost center. Human services rarely works that way. A clinician might split her week between outpatient and school-based programs funded by three sources with different reporting rules. A residential counselor’s position might depend on a contract that renews on a different cycle than the fiscal year. Grants start and stop, and program caps shift.

When the system can’t hold that structure, people build it themselves. Allocation lives in spreadsheets maintained by a controller or payroll lead and reconciled after payroll closes. The number that goes into the funder report is reconstructed rather than recorded, and it is only as defensible as the person who built it.

HR feels this too. Recruiters work requisitions without knowing whether they’re fully funded, and managers wait on approvals that move by email. When an employee leaves, a system organized around people tends to archive their history with them, including how their position was funded and allocated.

Start with the position, not the person

The more durable fix is structural. Instead of attaching funding and budget details to an employee record after the fact, define the position first: its funding sources, FTE split, program, salary range, and required credentials. When someone is hired, they step into a position that already knows what it costs and who pays for it.

This is the architecture DATIS e3 is built on. Position Control is the foundation of the platform rather than an add-on module, and recruiting, payroll, time and attendance, benefits, and talent management all run on top of it.

For finance leaders, that means seeing budgeted versus actual cost by position, along with the open FTE and budget attached to each vacancy. Labor is allocated across programs and funding sources inside the same system that runs payroll, not in a spreadsheet afterward. DATIS supports nine distinct methods for capturing labor and time allocations at the same time, and its rules-based payroll engine handles staff with multiple assignments, pay rates, and differentials.

For HR leaders, it means positions are approved to fill before they’re posted, offers stay inside configured salary ranges, and credentials are tracked against each role’s requirements. For client-facing roles, vacancy reporting can show the daily revenue lost while a position sits open. That gives recruiters a defensible way to prioritize when there are more openings than hours in the week.

Most importantly, both teams look at the same record. A roll-up view, filterable by program, location, or funding dimension, shows filled and open positions alongside budgeted and actual pay. One shared vacancy report replaces the two or three that usually circulate.

“DATIS e3 streamlines my day-to-day HR and payroll functions. It’s a very robust software that covers the entire employee life cycle, from recruitment and onboarding to performance management, FMLA tracking, credentials and training. It really makes things run smoothly.”
— Nancy Mahi, Southwest Behavioral Health Center, St. George, UT

“DATIS really helps us with performance management, not just for our admin staff but for our clinicians. We customized our performance evaluations for each type of clinical and direct care staff. I haven’t seen that in any other system. If you’re a behavioral healthcare company, definitely go for it. It’s amazing.”
— Amelia Baden, VP of Human Resources, Meridian Healthcare, Gainesville, FL

What software can and can’t do

It’s worth being honest about limits. No system raises a reimbursement rate or makes an overnight residential shift less demanding. The pay gaps and burnout behind turnover in this sector are real, and they need leadership attention that goes well beyond technology.

What the right structure changes is when you find out. Agencies that can see a position’s cost, funding, and requirements before they hire can spend scarce dollars and scarcer recruiting hours where they count. They can also walk into an audit with numbers they recorded rather than rebuilt.

For 30 years, DATIS has focused on behavioral health and human services. Today it supports more than 450 client organizations, most of which go live in 60 to 90 days.

See how DATIS fits your organization

Every behavioral health organization structures its workforce differently, and the gaps tend to show up in the same places: turnover, timesheets, credentialing and audit readiness. A short DATIS demo will walk through how your positions, payroll and compliance tracking could run in one system built for behavioral health and human services. Ready to see it for yourself?
